For the various reasons we wrote about in the February Loma Prietan, San Jose Water Company’s request for a 44% rate increase offers us a chance to encourage the California Public Utilities Commission (CPUC) to develop methods to better evaluate water-conservation programs. Under the current system, water utilities can charge ratepayers for conservation initiatives that save very little water. At that time the CPUC was delaying its decision. Now the CPUC has denied the company’s request and scheduled an April 22 hearing in San Francisco. The hearing will be followed by a 30-day comment period. As you can imagine, the Chapter’s Water Committee plans to comment! Rate cases are moments when both the utilities and the CPUC are paying attention.
