The following standards are submitted to the SLU committee for review, comment, modification, and approval at the next meeting.
 
*LOMAP SLU Proposed Standards for Residential Project Endorsement*

March 3, 2005
 
As a minimum, any project endorsed by SLU must meet the following requirements:
 
       1.                  Project is located in a built urban setting or within an urban growth boundary approved by voters.
 
       2.                  Project has a net density of at least 25 dwelling units/acre or a significant increase compared to the surrounding neighborhood.
 
       3.                  Project design encourages walking and bicycling.
       4.                  Project offers alternatives to car ownership and facilitates transit use.
       5.                  Project has no significant ecological impacts or environmental hazards that cannot be mitigated.
 
The following items are not required of a project endorsed by SLU; however, projects which meet these requirements will be viewed more favorably by SLU and are more likely to receive chapter endorsement:
·      Project supports mixed uses, such as residential and retail.
·      At least 20% of residential units are affordable to persons at or below 80% of area median income.
·      Project includes housing in a range of sizes, types, and price levels.
·      Project is located near a downtown or near a major retail, commercial, or employment center.
·      Project location has potential for high transit service levels in the future.
·      Project integrates the natural landscape and connects with neighboring open spaces.
·      Project design uses green building and landscaping techniques to minimize its environmental impact.
 
No set of criteria can anticipate every situation; thus SLU should reserve the right to endorse a project which does not meet these requirements or reject one that does based on relevant good environmental and sustainable land use judgment in particular situations.
 
The criteria above only apply to residential projects.  For non-residential projects, the subcommittee does not propose additional criteria at this time, but for now recommends that SLU continue to use the Sierra Club California Urban Growth Management Policy Guidelines as specified at http://www.sierraclubcalifornia.org/policies/growth.shtml.
SLU may wish to refine its guidelines for non-residential projects at a later date.

Attachment 3:  report from Conscom/Lynne

Thank you for having me attend the Conservation Committee meeting. I found
it very interesting and valuable to understanding how the SLU scope relates
to this Conservation Committee.
 
I was able to give a report on our SLU Committee activities.
--The Conservation Committee is not working on North First San Jose and
welcomes the SLU Committee involvement.
--They applauded our Committee's recent successes in impacting the plan for
Mayfield, agreeing that this was a real victory.
--I thanked Roger and Alice for presenting at our last SLU meeting.
Surprisingly they did not discuss this material very much at the
Conservation Committee meeting, postponing it for a future meeting.
 
In addition, I was pleased to have the opportunity to meet the other
Regional Group representatives for the SLU (Ginny Laibl and Bonnie McClure).
Now that I have met them in person, I can find out more ideas on how to be
an effective regional rep on the SLU committee for the Guadalupe Group.
 
Also, I was able to find out about a use permit change request that affects
the Guadalupe Group--the Lexington Quarry expansions. The Conservation
Committee will coordinate with the Committee for Green Foothills to send a
letter supporting the Sierra Club members and neighbors to the quarry that
have concerns about the proposal.
 
Note also the request for action outlined in the email I sent previously.

Legislative email attachment from Bill Allyaud, state legislative directive, SC:
 
I need your advice on two bills that are for the Loma Prieta Chapter
area.  I have not put these on the Cal Leg Committee's agenda for this
Saturday, but I can add them this week if you think we need to take a
position this week. Also, please pass this on to any other person who
may be able to hone in on key issues.  I am looking for reasons to
support, oppose, or how the bill could be amended to allow us to support
or not oppose.
 
AB 939 (Mullin) This bill expands the area where you can put affordable
housing if near transit.  This looks benign (but I have not researched
it) and I would not take a position on it unless the chapter wants me

Attachment:  San Carlos/Belmont rep':
 
Camille King has agreed to represent our San Carlos Belmont Group at your
SLU meeting next Tues.
 
She is on the LP Strategic Plan committee - attended the Jan. workshop
weekend and then worked with Terry and the others to put the plan together.
She also interviewed The Palo Alto Medical Clinic reps for that article in
the last LP.  Camille joined our group last year and has become very active.
She is secretary of our San Carlos/Belmont Group ExCom, a hike leader, and
on our membership committee.  She also attended the ExCom meeting this past
Tues. so she is knowledgeable of what is being studied.
 
I trust that you will allow her to vote in my place.
